With the top two teams advancing from each group of three into the secondary league stage, both Australian sides are well placed.
The impressive Bushrangers attack restricted Delhi to 8-98 in their group D encounter and reached their modest target with 3.2 overs to spare.
After winning the toss and advancing to 1-31 in the sixth over, Delhi struggled to get the ball away against a disciplined Bushrangers attack on a slow pitch.
Five batsmen were bowled as the Victorians were rewarded for straight deliveries.
Paceman Clint McKay (3-17) was particularly impressive, dismissing three quality batsmen from different countries.
Indian dasher Virender Sehwag (21 off 15) struck four boundaries becoming McKay's first victim courtesy of a smart return catch.
In his next over, Mckay had England's Owais Shah (0) caught behind and with the first ball of his final over he bowled Sri Lanka's Tillakaratne Dilshan (18 off 26) to end a promising partnership of 29 with Mithun Manhas (25 off 34).
Shane Harwood (2-20) and Andrew McDonald (2-17) each rattled the stumps twice.
Leftarm spinner Jon Holland (0-10), who was chosen in the Australian one-day squad for the upcoming series against India, bowled with impressive control in his three-over spell and extracted some turn from the pitch.
Rob Quiney (40 off 33) quickly removed any fears about the run chase as the Bushrangers openers raced to 55 inside nine overs.
He blasted big sixes over long on off paceman Ashish Nehra and spinner Amit Mishra and also hit the latter over midwicket before the Test tweaker rattled his stumps.
Fellow opener Brad Hodge (9 off 16) fell without any addition to the score, but David Hussey (7 off 13) was the only other casualty as he became the eighth batsman in the game to be bowled.
Captain Cameron White (22 not out off 23)) and Aiden Blizzard (15 not out off 16) completed the demolition job with the latter ending the contest with a six.
It was an unproductive night for Delhi's Australian paceman Dirk Nannes (0-17).
Player-of-the-match McKay downplayed his contribution and described the pitch as a little bit up and down and two-paced.
"It was one of those nights when everything sort of went my way," McKay told AAP over the phone from Delhi.
"It's good for the boys to get a win first up. Everyone is nice and relaxed now and hopefully looking forward to game two."
Victoria's other group game is on Tuesday against Sri Lanka's Wayamba Elevens, who must first play Delhi on Sunday.
