Rookie-list or short-term contract?

Ken Gannon in an interview early in the season suggested that the AFL could abandon the idea of a rookie-list and instead offer four players from their aligned club short-term contracts. Do you think the idea has merit? Would the system work interstate, where there are far less AFL clubs than compete in the state competition? One of the advantages would be that a player who is in good form could be promoted, rather than a pre-selected rookie prior to the start of the season who may be struggling for form. It might make it harder for standalone clubs to attract players, as players might think it will improve their chances of getting a run in the AFL. Thoughts ?
